Flood Resilience Plans

Southwest, Virginia

AMT developed flood resilience plans for two southwestern localities of the Commonwealth; the City of Roanoke and the Town of Christiansburg, utilizing CFPF funds. The plans focus on the five key principles of flood resilience: climate change, social equity, community scale benefits, economy and land use, and nature-based approaches. This project Included the development of a public outreach plan to solicit feedback on resiliency efforts. This project support involved inclusive outreach methods resulting in a combination of interactive forms, crowd-sourced mapping, and public meetings. The analysis of various watersheds plans, local regulations and GIS data was used to conduct a gap analysis which culminated in future project recommendations for flood mitigation.

Project recommendations were narrowed down using feasibility assessment strategies through City and Town collaborative meetings. Top project recommendations were then derived from a ranking matrix that considered FEMA and DCR project funding criteria, construction and engineering cost comparisons, and other green and gray infrastructure suitability methods. The highest ranking projects were then submitted for award, where AMT provided assistance in submitting Christiansburg’s recommended projects.

The highest ranked projects from the Town of Christiansburg Plan have received DCR funding, and the City of Roanoke Plan’s highest ranking projects have yielded awards from DCR and FEMA funding.
