Hampton Roads Planning District On-Call Contract

Tidewater, Virginia

AMT has been selected for multiple awards for stormwater engineering and planning by the Hampton Roads Planning District Commission (HRPDC). The HRPDC provides services to the Cities and Counties in the Hampton Roads area, located in Tidewater Virginia.

HRPDC Regional CRS Analysis: Under an on-call contract with the HRPDC, AMT was awarded resilience task orders to support floodplain and stormwater resilience in coastal communities utilizing the Virginia Community Flood Preparedness Fund (CFPF fund). One research task evaluated the potential for the HRPDC to provide more resources to local floodplain programs regionally under the Federal Emergency Management Agency (FEMA) Community Rating Program (CRS). Through an elaborate interview process and gap analysis, this research focused on other regional programs nationally and evaluated potential options for the PDC to consider to for expansion of their regional program.

Resiliency Studies and Analysis of BMPs for the Coastal Plain Region:  Another resilience task funded by the CFPF was to research, analyze and recommend best practices for management of stormwater for water quality treatment and water quantity control in the coastal plain, amidst the impacts of climate change. We recognize the limits of stormwater management options in the coastal plain due to flat topography, high groundwater table and tidal and wind influences. Our team assessed and evaluated more options and innovative approaches to manage stormwater more effectively for sea level rise, salt intrusion, and increased storm frequencies and durations. AMT has researched available technologies and made recommendations to the HRPDC.

HRPDC “Magic Parking Lot”: AMT has also designed a parking lot retrofit for the HRPDC that has now been constructed. The retrofit includes several stormwater best management practices (BMPs) to better treat and handle the volume of stormwater from the parking lot and its drainage area. This parking lot also includes low-energy lighting and electrical vehicle charging capabilities. The finished parking lot has an educational component for elected officials and visitors to learn about the importance of effective stormwater management. This project was funded by a combination of federal and state grant programs.

Under this contract, AMT utilized the procurement mechanism available to other public entities in the Commonwealth to develop a training program for the Northern Virginia Regional Commission (NVRC). Under this task to the NVRC, AMT researched best management practices for reduction of salt application by snow and ice removal contractors to assist with compliance with a regional salt TMDL in Northern Virginia. AMT assisted with outreach, marketing, and conducted the training for salt applicators in the NVRC region.
