On-Call Environmental Services – Inspection, Plan Review, and Staff Augmentation Services
Gloucester County, Virginia
Gloucester County selected AMT to provide consulting services to support its environmental programs, including stormwater, erosion and sediment control, and Chesapeake Bay Preservation Act programs. Under this contract, AMT has been assisting the County ahead of planned large-scale solar development projects to assess potential bonding requirements, the potential costs of inspection, and engineering support for the County during the construction process. To date, AMT has provided inspection services for solar facility development:
Carvers Creek Solar Project: AMT has been providing comprehensive inspection services for this 150MW facility in Gloucester County since 2023. Services include inspections, writing inspection reports, briefing County staff on progress on unresolved issues, drafting notice to comply orders, working with the developer to come into compliance, utilizing satellite data to enhance site observations and development of an inspection application with GIS capabilities to facilitate large-scale development inspection. The Solar Inspection Application is now utilized by AMT on all solar inspection projects to facilitate writing inspection reports. AMT works with the developer team to troubleshoot issues that arise in the field to assist with erosion and sediment control and stormwater management compliance.
Winterberry Solar Project: AMT provided inspection services for erosion and sediment control and stormwater management since 2022 for 50MW solar facility that has now been completed. AMT staff have served in a staff augmentation role conducting inspections, writing inspection reports and facilitating compliance by the developer for the County. Services have also included updating County inspection forms, troubleshooting issues in the field and corresponding on behalf of the County.
Camellia Solar Project – AMT conducted inspections on behalf of the County since 2023 on this 50MW facility. Services included erosion and sediment control and stormwater management inspections, writing inspection reports and working with the developer to maintain compliance. AMT staff serve in a staff augmentation role. This project has now been completed.
