Annual Engineering Services Contract
James City County, Virginia
As part of our prequalification as an on-call consultant for annual engineering services, AMT has completed several task assignments for James City County. The County also selected AMT to provide plan review and inspection services for their stormwater and ESC programs. AMT has also assisted the County with updates to its GIS stormwater mapping. Core services include:
- Certified inspections and plan reviews supporting the County’s Virginia Erosion and Sediment Control and Stormwater Management Programs (VESMA).
- Programmatic support for TMDL Action Plan updates, GIS-based pollutant load verification, and DEQ compliance audits
- Capital Improvement Program (CIP) engineering studies, grant funding support and designs.
- Staff augmentation to maintain service continuity during peak workloads
Key Task Orders
ESC Training for City Staff: AMT developed and delivered a training program for City staff to educate them on County requirements for erosion and sediment control. Our staff utilized our experience with County projects to provide specific examples to enable a hands-on experience and visualization of effective techniques.
Powhatan Creek Staff Augmentation Plan: AMT’s support services to the County have included staff augmentation to conduct plan review and environmental inspections, as well as construction management for Phase II and Phase III development. Our role was to facilitate timely review of submitted documents and certifications and to provide project oversight of the settlement project. At the same time, given currently available resources and staffing levels, AMT assisted the Stormwater and Resource Protection Division’s ability to respond to other development projects throughout the County and to maintain its commitments to other stormwater needs. Our team also communicated directly with the public on work progress at regular public meetings, via email and over the phone.
Plan Review Services: To support County staff during peak workloads, AMT provided on-call plan review services for erosion and sediment control and stormwater management. AMT utilized County forms, policies and procedures. We serve as staff augmentation for plan review on an as needed basis.
Chesapeake Bay TMDL Action Plan: AMT worked with the County to update their 2019 Action Plan for the Chesapeake Bay TMDL. The new Action Plan was submitted in October 2024 in accordance with the updated DEQ 2023 Small MS4 Permit. AMT verified prior calculations and updated the plan to account for TMDL projects implemented in the last 5 years utilizing County GIS and other available project information. The plan also utilized the new DEQ Action Plan reporting spreadsheet to demonstrate compliance with the Chesapeake Bay TMDL Special Condition in the permit. AMT GIS staff are assisting with stormwater map updates for the County.
Toano Stormwater Improvements Study (PER): This project addressed stormwater needs for the Toano Area Planning Study. The study provided a better understanding of the identified stormwater conveyance deficiencies, resulting in drainage and water quality improvement recommendations for these deficiencies in a 207-acre study area. AMT provided data collection, stormwater evaluations, hydrologic and hydraulic modeling, and a preliminary engineering report (PER) with recommendations and budgetary cost estimates. AMT assessed current drainage conditions and system capacity issues, identified alternatives to improve drainage and reduced localized flooding concerns, identified maintenance needs, and incorporated water quality improvement solutions.
