On-Call Engineering & Surveying Services

Henrico County, Virginia

AMT has provided services for two terms to the County for stormwater and floodplain management. These services have included support for the County’s enhanced floodplain management program as well as for its stormwater and erosion and sediment control programs.  Our team has assisted the County with entry into the FEMA Community Rating System (CRS) Program based on enhancements to the floodplain management ordinance and program. The Lake Overton project is a lake and dam rehabilitation project that provides water quality improvements, enhances recreational land use for citizens, and involved securing grant funding. AMT has been providing inspection services for erosion and sediment control and stormwater best management practices (BMPs) in the County since 2020.  As part of BMP project support, AMT oversaw the development of an ESRI GIS based tool for conducting stormwater BMP inspections and ESC inspections to streamline field efforts and reporting.

Relevant Tasks:

Erosion and Sediment Control (ESC) Programmatic Support: AMT served in a staff augmentation role to supplement County staff to conduct ESC inspections for large and small scale development in the County.  AMT followed County program policies and procedures and worked with developers to solve issues in the field to maintain compliance. AMT developed a training program to train new County staff on ESC practices and program implementation.  These County staff now implement the program with minimal support from AMT.

Stormwater Best Management Practice Inspection: AMT provides comprehensive support to the County for the inspection and management of County BMPs as required by the County’s Municipal Separate Storm Sewer System (MS4) permit. AMT has been providing inspection services for BMPs in the County since 2020; our staff inspect BMPs, draft compliance letters to BMP owners and update County database.  AMT holds monthly status update meetings with the County.

Floodplain Management Standards: Through a literature review of federal and state standards, AMT helped the County develop new countywide standards for floodplain management, including detailed requirements for floodplain studies and permits. The new standards development includes site plan checklist requirements for floodplains, a new flow chart for the floodplain permitting process, and an online GIS database of detailed study reaches with associated H&H modeling.

Community Rating System (CRS) Consulting: AMT assisted Henrico County’s pursuit to participate in the National Flood Insurance Program’s (NFIP) CRS program to reduce flood insurance premiums for residents. CRS related tasks included review of the County’s floodplain ordinance for compliance with the NFIP; CRS application and documentation support for CRS entry; review of the CRS program scoring system for improved ranking; assessment of potential CRS points and to guide the CRS entry process; review of County flood resiliency practices, local stormwater management programs, and the County’s floodplain standards; facilitating interagency coordination and community outreach; and communication with FEMA Insurance Services Office agents during the CRS entry process.
